Project Finance Officer (Specified Purpose Contract)
The National Concert Hall (NCH) is seeking suitable applications for the role of Project Finance Officer by way of an open recruitment competition. The successful applicant will become a core part of our redevelopment project team and will be responsible for all financial management aspects of the project. The role reports into the Chief Operations Officer and will work closely with the Redevelopment Lead, the wider Project Team and the NCH Finance Team.
This will include, but is not limited to, the following responsibilities:
1) Monitor project budget and funds throughout all project stages, including monitoring of the project contingency
2) Provide regular finance and cost control reports to the CEO, Board of the NCH, and S&CD Group as well as the Project Team and Steering Committee
3) Manage Cash flow.
Work with OPW to obtain cash flows for the build.
Work with any other contracting party e.g. organ consultants to obtain cash flow.
Provide regular (most likely two monthly / quarterly) and as required, cash flows forecasts & expenditure profiles to the Department
for the duration of the project.
4) Procurement Plan
Ensure all procurements are in line with the Public Spending Code and the Capital Works Management Framework (CWMF).
5) Work with the colleagues in the Finance Department of the NCH on all payments, processes and cash flows
Put in place a process where payments can be managed efficiently between Department, OPW and NCH
6) Liaise with OPW and Department to prepare and submit all pre-funding requests for upcoming spend and follow up information
Transacting payments, within the NCH framework, if and when required
7) Overall financial reporting on project
To record any change from agreed costs
To accommodate alternative financial arrangements for a specified project
To provide clear financial reports for the Project Team / Steering Committee
8) Maintain NCH governance documentation for the project
9) Participation in Project Team
To undertake any other duties which may be reasonably required in the above position
