The National Concert Hall (NCH) has an ambition to be one of the world’s great centres for music, a centre which will be a symbol of national pride for Irish people everywhere.

As its embarks on an ambitious, multi-million euro capital redevelopment programme and receives the National Symphony Orchestra as part of a transition process from RTÉ, it seeks to recruit a senior HR professional to contribute to its on-going strategic and organisational development. This role will head up a new HR Department for the NCH.

Emerging from the long hiatus caused by the Covid-19 pandemic affords the organisation an opportunity to re-think not only its ambitious goals but the way in which the company’s values shape its future. NCH aspires to reflect what is new and best in Irish cultural life and that drives its aim for greater diversity and inclusivity in all activities. Developing new and innovative ways of giving life to its values is crucial to this role so that NCH can develop into an inclusive, accessible, high-performance, values-led organisation culture.

THE ROLE
With the transition of the NSO into its remit, the NCH will enter a period of significant expansion and change. The Head of Organisation Development and People (OD&P) will drive the process to map out and form one, cohesive, company culture of integrity and diversity, fully engaged in becoming a centre of musical excellence and lifelong learning and enjoyment, open and accessible for all.

The role will provide strategic leadership for the development and on-going management of the HR function in the NCH and provide a professional and efficient HR service for managers and staff. You will support the development of a people management culture which provides a challenging, developmental and inclusive work environment in which people can achieve their full potential and are engaged with the goals of the NCH.

You will establish and lead programmes that will build an optimal organisational structure and leadership capability. Continual professional development and learning will be available for all as well as a well-structured and robust performance review and feedback process.

COMPETENCIES
To succeed in this role, you will have previous experience in a senior role in HR management while knowledge of public sector people management policies and practices will be an advantage.

You will have in-depth, up to date knowledge of employment law, employee tribunal representation experience, and an excellent knowledge of HR processes - from recruitment, identifying talent, selection, to training and development and performance management.

You will be a confident and skilled negotiator with persuasive influencing skills. The ideal candidate will have excellent communication skills, and the ability to build relationships with a wide range of people from team members to external stakeholders. You will have strong emotional intelligence with an ability to build confidence and trust through periods of change and conflict management.

KEY INFORMATION ABOUT THIS ROLE
This is a full-time, permanent role and the position holder reports to the CEO and manages one direct report.

Pay: The Assistant Principal salary scale applies (rates effective from 1 October 2020) as follows:

The PPC (Personal Pension Contribution) pay scale will apply where the appointee is an existing civil or public servant appointed on or after 6th April 1995 and is required to make a personal pension contribution. It will also apply to new permanent employees and fixed term un-established employees.
€69,012 €71,506 €73,988 €76,477 €78,959 €80,392 €82,899 (LSI 1)*, €85,415 (LSI 2)*
*LSI 1 is Long service Increment after 3 years on Max of scale.
*LSI 2 is Long service increment after 6 years on Max of scale.
Please note that appointment will be made at the first point on this salary scale.
Pension – Membership of Single Public Service Pension Scheme.
The annual leave entitlement is 30 days per annum.
