Public Information Session: Dublin City Council Local Live Performance Programming Scheme – Summer 2021

Following the announcement by Minister Catherine Martin of a fund for Local Live Performance support, Dublin City Council is seeking applications from all interested parties including Performing Artists (ensembles/bands or individuals), Promoters, Producers, Venues etc, who wish to receive support - both financial and logistical - for outdoor performance events whether in Parks or in the Public Domain in the Dublin City Council Administrative Area (see map here) from July 1st to September 30th 2021.

The aim of this scheme is to facilitate programming of outdoor live performances in summer 2021 should public health considerations permit. Performances can be recorded or streamed if health restrictions prevent live events or as local authorities deem appropriate.

All genres of performance (Music, Spectacle, Circus, Street Arts etc) are encouraged to apply to this scheme. Small scale solo performances and unplugged presentations through to amplified concerts will be considered. We welcome joint applications from producers and performing artists. Family or all-ages performance events are particularly welcome. The proposal may be for multiple or single events. All events will be either free of charge or have a nominal charge, if supported by Dublin City Council. Tá fáilte roimh iarrataisí I nGaeilge.

Two public Information sessions will take place on Zoom on Thursday 10th & Friday 11th June @10am.

The application process will be in two parts:

Round 1 Applications must include:

· Brief relevant biogs of the performing artists / ensembles / producers and any ancillary staff. (max 500 words)

· Description of proposal (max 500 words).

· Description of ideal outdoor venue or venues (although no venue or site can be guaranteed).

· Range of feasible dates for proposal (Must be within July 1st to September 30th 2021).

· Technical / Staging requirements.

· Detailed budget including the payments to Performing Artists, Producer (where relevant), Promotion, and essential Technicians.

Please note that it is our intention to schedule selected applicants into controlled public performance locations, both within city centre and at appropriate public realm/civic amenities, such as parks, local civic centres etc across the city, and to provide core production support. We will also ensure structured support for event planning and control, insurance, event safety and public health guide compliance. Therefore, costs associated with this provision need not be included by applicants.

An Event Plan and a Covid compliance Plan is not required for this round, although feasibility will be considered.

A suitably qualified panel with participation by Dublin City Council and External Performing Arts Professionals will adjudicate the applications according to the following criteria:

1. Experience of the applicants

2. Quality of the proposal

3. Feasibility technically

4. Realistic financial projections

All candidates successful or unsuccessful will be notified by email only. If unsuccessful no further feedback will be provided. This is due to the expected volume of applications.

Round 2:

If successful in Round 1, Dublin City Council or their agents may ask applicants to develop their proposals with support from the Events Unit, Parks Department, Public Realm Office and Dublin City Arts Office. This process will involve matching and scheduling selected applicants with potential outdoor venues, and finalising production planning and H&S compliance. Selected applicants will be required to sign a letter of agreement outlining the terms and conditions of the award.
