Reports to: Head of Organisation Development & People
Location: National Concert Hall with work from home options
Contract Duration: Full Time & Permanent

The purpose of the HR Executive role is to the support the implementation of the People strategy, annual people plan and related HR initiatives and to provide ongoing administrative and specialist support to the HR function at all stages of the employee lifecycle.

RESPONSIBILITIES
1. Responsible for all HR administration throughout the employee lifecycle including recruitment, onboarding, employee experience and exiting.
2. Maintaining all physical and digital employee records, including personnel files, HR System and Time Management System (TMS), ensuring all records are correct and up to date.
3. Lead/support as appropriate the recruitment and selection of employees at all levels of the organisation in line with resource needs
4. Lead/support the HR onboarding of new employees.
5. First point of contact for employee queries
6. Coordinating training requirements for employees and managers.
7. Support the implementation of the Performance Review Process
8. Lead /support employee engagement and health and wellbeing initiatives, partnering with external providers and coordinating and promoting events.
9. Support the implementation of Employee Engagement Surveys
10. Assisting with Employee Relations cases where appropriate.
11. Providing monthly HR reports & data as requested.
12. Lead/support as appropriate the review and updating of staff handbook, HR policies, procedures and related documentation.
13. Providing administrative support to the NCH Strategic HR Committee.
14. Maintain job descriptions for all positions in consultation with the respective managers and Head of Organisation Development & People.
15. Support the Head of OD & P on key projects.
16. Perform additional duties at the request of the Head of OD & P.
17. Providing professional guidance and advice for managers
18. Maintaining and up-dating HR policies and procedures
19. Administering staff benefits, e.g. cycle-to-work; Luas tax-saver

WORK RELATIONSHIPS

• Employment agencies and other service providers
• General public (candidates)

QUALIFICATIONS AND EXPERIENCE
• At least two year's experience in a comparable role
• 3rd Level HR Qualification, with relevant knowledge of employment legislation, recruitment and data protection legislation.
• CIPD membership desirable

COMPETENCIES
• Strong analytical, organisation skills and attention to detail
• Interpersonal effectiveness and relationship building
• Confident communicator with strong written and verbal skills
• Capable of working on own initiative
• Judgement and discretion
• Strong Computer skills particularly with Microsoft Excel, Sharepoint, Teams and HR systems

PAY:
The NCH Administration Executive salary scale applies (rates effective from 1 Oct 2021) as follows:

Personal Pension Contribution (PPC)
The PPC pay scale will apply where the appointee is an existing civil or public servant appointed on or after 6th April 1995 and is required to make a personal pension contribution. It will also apply to new permanent employees and fixed term un-established employees.

€36,164 €37,936 €39,648 €41,354 €43,025 €44,713 €46,353 €48,046

Please note that appointment will be made at the first point on this salary scale.

Pension – Membership of Single Public Service Pension Scheme.

The annual leave entitlement is 21 days per annum.
