Programming and Co-ordination of Children's Art in Libraries: Creative Hubs

The successful tenderer will be responsible for the development and delivery of a high-quality arts programme for children in identified city libraries and localities supported by the associated development of educational, community and cultural partnerships. It is anticipated that the roll-out of Creative Hubs for the contract period (18 months) will be within Ballyfermot Library, Cabra Library and Coolock Library, with R&D beginning in a 4th library hub.

To assist Dublin City Council delivering the programme, two key areas of service have been identified.

They are:
Programming
a. Supporting and Developing a quality multi-disciplinary arts programme for children - for family and community; formal and non-formal education; special needs settings
b. Engaging and commissioning individual artists; and collaborating with cultural/ educational organisations where there are opportunities for innovative partnership
c. Where specifically complementary to programme development, suggesting opportunities for professional development of artists, cultural workers, library staff, educators and facilitators, through training or the development of resources.
d. Developing a creative process of consultation with children to ensure ‘voice of the child’ informs programme development

Coordination
e. Develop and manage a process of consultation and partnership development with key library staff, arts, education and local stakeholder organisations
f. Preparing and presenting a work schedule for promotion, delivery and review phases.
g. Providing plans and reports as necessary
h. Management of assigned budget.
i. Ensuring compliance with all financial, contractual and legal requirements
j. Maximising resources available to programme.
k. Optimising local and national development opportunities for the programme – strategic partnerships, sponsorship, both funding and benefit in-kind.
l. Production & delivery of an effective Promotion Plan for the Creative Hubs programme
